In a development that may concern investors in the cannabis industry, Singapore recently conducted its second execution in three weeks, hanging a man found guilty of trafficking cannabis. The 37-year-old Singaporean citizen, of ethnic Malay descent, faced his fate at Changi Prison, despite efforts to reopen his case.
Increasing Use of Death Penalty for Drug Offences in Singapore
The individual, whose identity remains undisclosed due to family privacy, was convicted in 2019 for trafficking approximately 1.5 kilograms (3.3 pounds) of cannabis. Although he confessed to possessing a smaller amount linked to him through DNA evidence and fingerprints, the court dismissed an appeal to revisit his case. The cannabis industry and investors alike may remember the recent execution on April 26, when Tangaraju Suppiah, 46, was hanged for trafficking more than 1 kilogram (2.2 pounds) of cannabis. This was despite international appeals for clemency, citing inadequate legal counsel and lack of a Tamil interpreter during police questioning.
Singapore’s legal system stipulates that trafficking more than 500 grams (1.1 pounds) of cannabis can lead to the death penalty, a law that is causing increasing apprehension within the international cannabis community.
The Impact on the Global Cannabis Industry
After a pause during the pandemic, Singapore resumed executions, hanging 11 individuals in 2021 – all for drug-related offences. This has stirred international concern, particularly as these measures are viewed as disproportionate punishment for drug-related crimes, according to international human rights laws.
Despite a global trend toward abolishing capital punishment for drug offences, Singapore’s Ministry of Home Affairs maintains the death penalty. Officials claim it remains a crucial component of their criminal justice system in preserving safety and security. This recent execution underscores the challenges faced by the cannabis industry, potentially affecting investor sentiment and international perceptions of the global cannabis market.
